  •    As Sen. Jim Barnett sees it, President Obama's proposal for overhauling health care will lead to higher taxes and rationing medical care.
        The Emporia Republican believes so strongly in this argument that he is backing Senate Concurrent Resolution 1626, otherwise known as the Health Care Freedom Amendment. The measure would amend the Kansas Constitution to assert state sovereignty on health care.
        "The issue would be placed on the ballot to give the voters of Kansas an opportunity to vote, to say 'No' to what I think has become a runaway train in Washington with behind-closed-doors dealings for health care," Barnett said in a phone interview Tuesday.
        He said amending the state Constitution would allow Kansans' voices to be heard on the issue and send a strong message to the federal government.
