   The Dodge City developer Alliance Center is seeking the city's help in financing a retail project along East Wyatt Earp Boulevard.
    Alliance's managing partner, Brian Marshall, has asked the city to create a community improvement district for the proposed Santa Fe Plaza, located on a narrow strip of land on East Wyatt Earp. When completed, the five-building complex will boast a mix of retailers and restaurants.
    But such projects need financing to make them work, and that's where the city comes in.
    As part of its financing package, Alliance is asking the city to impose a 1 percent sales tax on goods and services purchased within the district, which would consist solely of the Santa Fe Plaza. Proceeds from the tax would be used to reimburse Marshall for construction costs and other expenses associated with the $6.2 million project.
