  • Holcomb City council member, Richard Scott Homer was arrested Thursday, June 27, by Ford County Sherrif's Office, on an allegation of felony theft stemming from an investigation involving Homer and Nebraska Irrigation, 1000 S. Second Ave., Dodge City.
    "Homer is being charged with one count in the alternative," Assistant County Attorney, Kevin Salzman said. "There is only one criminal count against him but there are allegations that could've been committed one or two ways."
    According to Salzman, the main charge is theft property of property valued minimum $25,000 but no greater then $100,000; Classified as a severity level 7, If convicted the charge could result in a prison sentence between 11 to 34 months with a possible fine up to $100,000.
    The alternative is theft by deception of property valued between $25,000 and $100,000; also a severity level 7 with a prison sentence of 11 to 34 months if convicted.
    "With cases involving alternatives, more evidence will be conducted and sometimes the prosecuting office will drop one of the alternatives," Salzman said.
    Homer bonded out from the Ford County Jail, Friday, June 28; No hearing has been set at this time.
    Richard Scott Homer was certified as a Holcomb City Council member, April 8, after receiving 12 write-in votes.
    According to Holcomb Mayor, Gary Newman, because the allegations did not occur in the city of Holcomb, it is defined as a personal matter and Homer will continue to serve in his seat for the time being.
