Spearville school district to receive KCPL payments

USD 381 in Spearville receives a special gift from the Kansas City Power and Light in lieu of taxes: Cash.
    The money is part of an agreement between USD 381 and KCPL related to the Spearville wind farm.
    On Monday, Ford County and five other taxing districts reached an agreement with KCPL over payments in lieu of taxes for the second phase of construction at the Spearville wind farm.
    Payments to USD 381 are not included with payments to the six other taxing districts because the money it receives is part of a separate gift agreement with KCPL.
    Spearville's school district will receive $121,974 in 2011 from KCPL. with the amount increasing each year for 30 years, said Superintendent Daryl Stegman.
    Those payments come along with the second phase of development for the wind farm.
    As of now, there are no specific projects slated for the district relating to the 2011 KCPL money.
    The district hasn't received the money, yet, so the school board has time to figure out what is best for the students and district, he said.
    In 2007, Spearville began to receive payments from KCPL for the first phase of the Spearville wind farm. These gifts came with the same terms as the second phase. The latest payment totaled $108,000.
    Stegman said some of this money was used to redo lighting in the district office to lower energy usage, and some was used to help support the lunch program.
    "Other than that, it's kind of been waiting to try to grow for any projects down the road," he said.
    As of now, USD 381 doesn't have a capital outlay mill levy because of the wind farm monies, which means some of the payments will go to capital improvement projects, said Stegman.
    There is still a third phase of wind farm development down the road.
