    America has the best health care in the world, but the system is plagued with problems that must be fixed, Kansas Sen. Jim Barnett said Friday.
    Barnett said he believes people with pre-existing medical conditions should have access to health insurance, and they should be able to change jobs without losing coverage.
    But he does not support a government-run health insurance plan, known as the "public option."
    "Can you imagine or have any faith that the federal government will run something efficiently, effectively and in a cost-controlled manner?" he said. "I have no confidence in that."
