   Baby needs a new pair of shoes, and that means gamblers will get a chance to beat the odds in Dodge City beginning Dec. 15.
    The Kansas Racing and Gaming Commission (KRGC) said Friday Boot Hill Casino and Resort will open on that day at 1 p.m. provided a final controlled gaming practice is completed successfully.
    The commission, which will oversee the casino, will provide final certification the morning of Dec. 15.
